With reference to your letter, No. X 2323/6 of April 2nd, relative to the release of certain funds held by the Custodian of Enemy Property in Shanghai, in favour of the widow of the late Herr Gustav Siemssen, I am directed by Earl Curzon of Kedleston to inform you that he understands that the Board of Trade do not at present desire that any further payments should be made out of the funds held by the Custodia. He is moreover doubtful whether there is any machinery for dealing with a case of hardship of this kind where the person concerned is resident in Germany.
